Tema Telecoms has designed its unique and sophisticated Cellular service for all corporates – small, medium and large. Cellular is so versatile that it can be installed on any PABX (high-end or low-end), or even from fixed cellular terminals (FCT) behind the PABX. Depending on the capabilities of the PABX, Cellular is available in two formats: for least-cost routing non-compatible systems, and for least-cost routing compatible systems.

1. Least-cost routing non-compatible systems

Tema Telecom’s unique blanket router for non-compatible systems is a least-cost routing solution specifically designed for installation on any PABX. Previously, specific kinds of PABXs that supported LCR programming were compatible with this kind of solution, however, with Tema Telecom’s advanced blanket technology any PABX in South Africa can support least-cost routing.

The system has been developed primarily to address the need for cellular LCR where a PABX has no additional trunk ports and where it could not usually be programmed for LCR technology. Savings typically range from 26% up to 45% on calls from fixed line phones to cell phones, which means that any business, large or small, can now benefit from lower call costs through least-cost routing.

While most least-cost routing solutions offer a standard 4x2 configuration for analogue and digital ports, Cellular provides a fully scalable, modular 14x8 configuration, allowing for 14 fixed lines on a single router, and up to eight GSM least-cost routers installed on the switch. Several thousand users can be registered on the system, providing benefits to corporates of all sizes. Cellular is a cost-saving solution for any company with sales or technical teams on call or in the field.

Cellular interfaces directly between the PABX’s analogue ports and Telkom lines, which means no additional hardware is required. Furthermore, Cellular does not require any additional programming – the solution is quick and easy to install, and already contains all the intelligence necessary for the evaluation and optimisation of calls to cell phones. Calls rerouted via Cellular typically save over 25% on cell phone calls, and almost 50% on prepaid call costs.

Tema Cellular’s built-in router is programmed to recognise cellular prefixes, which means calls made from fixed-line phones to cell phones are automatically rerouted through a fixed cellular terminal – worldwide. Calls therefore bypass the terrestrial network and are made straight to the GSM network, creating substantial savings on calls made to cell phones. Research has shown that 60% of all business calls are made to cell phones. Cellular is proven to reduce cell phone bills by up to 45%, which creates significant savings for businesses.

Conventional PABXs can be fitted with fixed cellular terminal SIMs for each of the major local networks – MTN, Vodacom and Cell C. This means clients are able to take advantage of cheaper calls to the same network, because calls made from one network to another (off-network calls) are more expensive. These SIMs are all that is required for Cellular to be installed, and clients who were previously unable to program their PABXs for least-cost routing, including those with PABXs that are unable to accommodate GSM routers, are now able to take advantage of the full benefits of least-cost\g.

Minimum requirements:

There is no involvement with the PBX supplier, ensuring the following cost benefits are realised:

  • No programming required of LCR on the PBX

2. Least-cost routing compatible systems

Calls made from the PABX using Tema Telecoms’ fixed cellular terminals are routed directly onto the GSM network, bypassing terrestrial landlines. By accurately calculating the correct number of fixed cellular terminals required for each installation, Tema Telecoms can optimise call traffic. In most cases, clients do not need to install additional ports, since landlines can be unplugged to make way for the fixed cellular terminals. Clients may elect to add ports to their PABX, or Tema Telecoms may recommend adding more ports on behalf of the client.

Tema Telecoms’ fixed cellular terminals are available in a variety of configurations and mounting options, which means installations are invariably smooth and hassle-free. Tema Telecoms’ dedication to research and design of versatile and superior products means there is little chance of incompatibility. In addition, Tema Telecoms’ fixed cellular terminals are highly sophisticated, enabling accurate reporting and billing of call costs on the telephone management system (TMS), and providing a transparent breakdown of costs (even for dual-band GSM transmissions) for the user.

Tema Telecoms has developed some of the most detailed diagnostics available in least-cost routing, including options for sending SMS messages to Tema Telecoms’s technicians in the event of product failure, or temporary connection to a radio network to carry the traffic if the GSM network fails. Cellular equipment can also be configured for toll-free cellular applications, with a capacity for over 10 000 users, as well as the use of a single trigger number for multiple simultaneous calls.

Minimum requirements

The client’s PABX must be able to be programmed for least-cost routing.

  • The PABX must have sufficient ports available for connection to Tema Telecoms’ fixed cellular terminals.
  • The client’s landline bill for calls to cell phones must be sufficiently high to warrant the installation of Cellular. A Tema Telecoms consultant will be able to advise the client in each case.

PABX certifications

Tema Telecoms has agreements with all major PABX suppliers, and has tested its fixed cellular terminals rigorously and certified for use with all relevant PABXs. This means PABX vendors need not be involved in the installation or charge a fee for site surveys. In addition, PABX suppliers will not charge any extra for the installation of least-cost routing or ongoing maintenance of the Cellular solution. Tema Telecoms’ consultants will be able to supply clients with a comprehensive list of certified PABX suppliers.

Tema Service Level Agreement for Cellular

The following service level parameters apply to each installation. The Temba Telecoms proposal document provided for the client will state the number of working days for each of the parameters:

Within the metropolitan reach of a Tema Telecoms office. This is approximately 70 km but the actual area definition is defined in service level maps that Tema Telecoms maintains.
Within approximately 70 km of an approved Tema Telecoms Agent (which includes maintenance agents).
Within approximately 10 km of a specially defined town/city and maintained by Tema Telecoms directly.
Within approximately 10 km of a specially defined town/city and maintained by an Tema Telecoms agent or maintenance agent.
Installation maintained by client itself.
Pro-active call monitoring
This is the pro-active monitoring of usage and non-usage on FCTs installed to ensure optimum uptime and therefore maximum savings for the client. This is done by special teams within the Tema Telecoms offices and includes calls to clients when any abnormalities are detected.
First Line Maintenance

This is a technician on site to perform:

  • A FCT reset (to clear lockups)
  • A wiring check
  • A software interface check between PABX and FCT
  • A SIM swap, if necessary
Second Line Maintenance

This includes all of First Line maintenance, plus: FCT replacement if necessary

Third Line Maintenance

This includes all of second line maintenance, plus: Sending a Tema Telecoms senior technician to site.

PABX call-out
This may apply to any of the 1 st , 2 nd and 3 rd line maintenance levels and involves sending a PABX technician to site. This applies only when the PABX is supplied by one of Tema Telecoms' PABX supply partners. The proposal states this clearly.

The various operators apply different billing methodologies to calls: Telkom applies a minimum charge of R1.65 for the first minute or part thereof, after which billing increments are at 30 seconds or part thereof. Cellular operators apply no minimum charge, but bill in per-second increments from the first second. As a result, savings achieved could vary between 19% and 98%, depending on the duration of the call, as indicated in the graph below:


In some cases, Tema Telecoms will charge once-off fees for installation of Cellular – for line activation, SIM card and fixed cellular terminal installations.

These fees will be payable in arrears with the first invoice. Under some circumstances, these fees may be discounted. Please ask one of our consultants for details.

Please note that “working days” refers to the maximum number of working days it will take to get to the client’s site from receipt of the call from the client. Working days are assumed to be from 08h00 to 17h00, excluding weekends and public holidays. All durations listed are typical and will be achieved 90% of the time. Currently, no on-site service is available after hours.

Quick and easy installation

Tema Telecoms carries out all assessment, installation and after-sales service. Tema Telecoms’ technicians evaluate the client’s equipment to ensure that all calls can be accommodated on the available telephony networks. There is no need to contact the PABX vendor or affect warranties – Tema Telecoms will take full responsibility for each installation. In addition, Tema Telecoms does not charge for installation of the Cellular solution, line activation, SIM card and fixed cellular routers.
Clients installing Cellular will conclude standard airtime contracts for each line installed, and will be subject to rates and conditions as set out by the GSM network. Packaging and contract length are stipulated by the network provider, and are usually are binding for 24 months. While some other contract options are available, clients are urged to check the details of their contracts.
Tema Telecoms’ agents will undertake bandwidth checks to ensure that traffic can be accommodated on the GSM network. These checks are made to calculate the correct number of routers required for each installation, and great care is taken in analysing each client’s particular needs. Tema Telecoms is committed to eliminating problems associated with down-time and bandwidth availability, and will monitor overflow at regular intervals in order to provide its clients with ongoing advice relating to usage patterns and further cost savings.
All Cellular routers are monitored by Tema Telecoms daily, ensuring that non-usage or underperformance will be rectified immediately. Tema Telecoms’ real-time monitoring ensures that fixed cellular terminals are always available and always functioning, thereby optimising savings and system capacity.

Tema Telecoms provides…

  • Insurance against manufacturing defaults on fixed cellular terminals.
  • Full use of all equipment installed on the client site, though all equipment remains the property of Tema Telecoms.
  • Free and unlimited technical call-outs to the client site. A call-out fee will only be charged if it is found that equipment not belonging to Tema Telecoms is responsible for the technical fault.
  • Any necessary SIM card replacements.
  • Daily pro-active analysis and usage checks by Tema Telecoms, including a daily email usage report.
  • Free upgrades, when required, to ensure proper PABX interface according to specifications.
  • Postal billing on request.
  • Access to daily usage reports and monthly savings reports on request as well as graphs of the performance of cellular installations, at any time, night or day.


Tema Telecoms provides its clients with comprehensive and easy-to-read bills at the end of every month via email. Each bill summarises statistics pertaining to usage, provides itemised billing and a breakdown of savings for each call made during that month. Itemised billing can be provided in printout, email, CD or diskette on request. Payment options include debit order arrangements, for quick and easy payment.

How to get started

Getting started with Tema Telecoms is as easy as 1, 2, 3…

  1. Provide Tema Telecoms with copies of your Telkom phone bill for the last three months, which we will use to analyse and break down your call usage pattern. This will form the basis of our proposal, as well as showing how many fixed cellular terminals will be required for your business needs.
  2. Tema Telecoms will present a Cellular proposal based on the call patterns identified in Step 1.
  3. On acceptance of the proposal, Tema Telecoms will conduct bandwidth checks, apply for any necessary bandwidth from the various network operators, scope the installation and implement the solution.
